NORTH COAST TIMES REPORTED ALLEGED ARRESTS OF COPS

The Independent Commission of Investigations (INDECOM) says it has serious concern over media reports that the police are investigating allegations of “police involved shootings involving two police officers, without any notification to the Commission, formal or otherwise.”
The North Coast Times was the first to report this week that the Jamaica Constabulary Force (JCF) had arrested two police officers who were the main suspects in the murder of St Mary businessman Garfield Singh.

Fifty-nine-year-old Sing was shot dead at his home in Boscobel and robbed of an undetermined sum on Monday, February 9, 2026. Two police officers were held hours later in Portmore, St Catherine, and linked to the murder and robbery.
Although police issued a release on Wednesday last week (Feb. 11) that they were nearing a breakthrough in that and another murder on the same day, near Robins Bay, in St Mary, ST MARY TAXI MAN MURDERED, CAR STOLEN, no one has been charged up to Friday noon, Feb 20.
INDECOM did not say whether the reports of “police involved shooting” were about the Singh murder. However, it said, “The JCF is reminded that they are bound by law, pursuant to section 11 1(a) of the Independent Commission of Investigations Act, 2010, to notify the Commission forthwith where an incident involves conduct by its members that resulted in death of or injury to any person. The Act expressly mandates immediate reporting of such incidents to the Commission.

INDECOM has written to the JCF High Command for an urgent meeting to discuss this matter and ensure strict adherence to statutory requirements in current and future incidents. It is to be recognized that compliance with these reporting obligations is not discretionary.
