DESCRIBE IT AS FILTHY, NOT MAINTAINED AND WORSE WHEN IT RAINS
ST ANN’S BAY, St Ann; May 12, 2026
The unhealthy state of the Brown’s Town Market is expected to come up again when the St Ann Municipal Corporation (SAMC) meets on Thursday, May 14, 2026.

Councillor for the Brown’s Town Division, Kim Brown Lawrence, took the SAMC to task at the last General Council meeting, stating that sewage was flowing through the market, which she said was not being maintained and was greatly in need of repairs.

(Councillor Carlton Ricketts saying nothing has changed)
Mrs Brown Lawrence made a strong plea for the immediate cleaning of the market, fixing up of bathroom facilities, and putting the place in a state that vendors could do their business there.

She was strongly supported by Councillor Carlton Ricketts of the Discovery Bay Division, who is a regular visitor to the market. He said zinc and roofing material destroyed or blown away since Hurricane Melissa have not been replaced, and tarpaulin was everywhere. Ricketts said he was tired of complaining about the state of the market, as it was brought to his attention by vendors.

(CEO Jennifer Brown Cunningham responds. Next to her is Mayor Michael Belnavis and the Superintendent of Public Works)
From responses by chief pubic health inspector Leroy Scott, the Public Health Department had taken no action, even when surface water entered and overflowed the sewage system and the Council closed the market for two days. There was not much intervention in the discussion by the Chairman of the SAMC, Michael Belnavis, or the Superintendent of Works.
