POLICEMAN CHARGED FOR MURDER IN ST MARY

INDECOM INVESTIGATION OF 2025 INCIDENT LED TO CHARGE

 PORT MARIA, St Mary; March 27, 2026

A police constable has appeared in court on a murder charge arising from an off-duty shooting incident resulting in the death of a man and the wounding of a woman in St Mary last June.

He is Constable Alwyn Hill.

Dead is 24-year-old Ricardo Small of Preston Hill, St Mary.

 The incident occurred on June 8, 2025, in Preston Hill, St. Mary. The North Coast Times was told that there were several witnesses to what happened.

In a release, the Independent Commission of Investigations (INDECOM), said following an investigation the Office of the Director of Public Prosecutions (ODPP) ruled that Constable Hill should be charged with Murder contrary to Common Law, Use of a firearm to commit a felony contrary to Section 14(2) of the Firearms (Prohibition, Restriction and Regulation) Act and Wounding with intent contrary to section 20 of the Offences against the Person Act.

The incident is alleged to have resulted from a verbal exchange and physical confrontation between Ricardo Small and Constable Hill. At the time, the North Coast Times was told that the row between the two men arose from domestic issues and exchange or words between Hill and Small.

In the St Mary Parish Court, on Wednesday, March 25, Constable Hill was granted bail in the sum of $750,000 with one to three sureties and reporting conditions. The next court date is scheduled for December 3, 2026.

Since January 2024, sixty-one (61) law enforcement officers have been charged in relation to incidents investigated by INDECOM.

Of that total, five JCF police officers and one Correctional Officer were charged in 2026, INDECOM said.
