PANIC IN BROWN’S TOWN OVER MAN SHOWING HIS NAKEDNESS

HEALTH AUTHORITIES SAY HE’S NOT MAD, POLICE DO NOTHING

BROWN’S TOWN, St Ann; March 25, 2026

A man has been causing panic among women in Brown’s Town as he often holds up his penis for their attention and chases them on the roadway and in public places.

The incidents occur almost every day without the authorities being able to do anything.

An incident on Monday, March 24, has increased fear among women and has led to calls for something to be done. As a senior woman in one of Brown’s Town’s better-known families slowed in traffic, the man walked up to the car and placed his penis on the window’s ledge.

On Tuesday morning, a woman reported to the North Coast Times that she was chased from a pastry outlet nearly 100 yards to get away from the man who was making threats.

The man who sometimes walks around naked shows himself to young girls as well as adult women, including seniors. A video making the rounds showed him at an ATM showing his genitalia to two young girls.

The North Coast Times contacted mental health officials in the St Ann Health Department who confirmed that they had received reports of the man’s behaviour. They also say the man is not mad nor psychotic and that he regularly receives medication for his illness which is controlled

“He is pretty aware of what he is doing,” said a health official who could not give details about his mental state, because of patient confidentiality. She said that the man lives in an adjoining community to Brown’s Town, goes home every day and is not a ”street person”

Councillor for the Brown’s Town Division in the St Ann Municipal Corporation, Kim Brown Lawrence has been making efforts for weeks now to get the man removed from the street but to no avail. The mental health staff told her that the man was not mad and had referred her to the police. The police at the level of Brown’s Town Department say they can do nothing.

“What must we do? The Mental health people say he is not mad and the police must deal with it. The police say they only accompany the mental health people. They say they have 26 people in the cell where must they put him. So what we must do?” Councillor Brown Lawrence asked

Mrs Brown Lawrence vowed that she was not going to cease her efforts to have the man removed from the streets of Brown’s Town because of the trauma he is causing especially to females. She says her next stop will be the Senior Superintendent of Police in charge of St Ann, Dwight Powell.
