CORRECTIONAL OFFICER, TAXI OPERATOR’S MURDER PROBE TAKEN OVER BY MAJOR INVESTIGATION DIVISION
ST ANN’S BAY, St Ann; June 27, 2025
Police have identified the two men shot and killed at point-blank range at Mammee Bay in St Ann, Wednesday afternoon, June 25, 2025.
They are Garry Palmer, Corrections Officer, of Hazelwood Bamboo, and Richard Hoo-Fung, otherwise called Ricky, taxi operator of Harrison Town, near Ocho Rios, both in St Ann.

The investigation has been taken over by personnel from the Major Investigation Division (MID), as the hunt for two killers continues.

Reports are that Hoo Fung was driving a taxi from Ocho Rios toward St Ann’s Bay, with three men aboard, on Wednesday, about 1:45 p.m., when one of the men called for a stop just past the entrance to Greenwich Acres, Mammee Bay. The passenger in the front alighted, as did one in the rear. They immediately pulled firearms and shot the driver and the remaining passenger in the rear in their head.

The men died on the scene.
The killers escaped in a waiting car.

Speaking at a Town Hall Meeting on Thursday, in Ocho Rios, a senior police officer said the passenger who had nothing to do with it” was killed in the attack. Other unconfirmed reports said the men who were killed knew each other and that the gun attack was in reprisal for a recent St Ann murder.
